En su última visita hecha al estado, Manuel Rodela Rodríguez [Consejero del IME 2009-2011],
presidente de la Federación de Clubes Zacatecanos del Norte de Texas
Inc, se registró como precandidato a diputado migrante. Entre sus
propuestas, de ser electo como legislador, destaca la eliminación de
los clubes que él llama “fantasma”, la creación de una secretaría del
migrante zacatecano en EU y el impulso para que tengan su propia
funeraria aeromóvil dentro de la Unión Americana. Su propuesta consiste
en que los migrantes cuenten con un servicio funerario más económico,
incluso para el traslado de cadáveres dentro del país y a Zacatecas y
que esas funerarias tengan sede en los estados de California, Texas e
Illinois. También impulsará tratados y convenios en materia de salud
que permitan atención a los migrantes por parte de doctores mexicanos
en EU. Otra de sus intenciones es que haya más impulso para que los
migrantes zacatecanos legales e ilegales puedan obtener una
certificación reconocida por los gobiernos estadounidenses en materia
laboral para que obtengan una mayor remuneración económica y seguridad
en su trabajo.

ASPIRA HISPANO A VICEGUBERNATURA DE ILLINOIS / FINANCIERO
Un
total de 71 aspirantes a vicegobernador de Illinois, entre ellos un
hispano, han entregado sus solicitudes al Partido Demócrata estatal,
para competir en la elección de noviembre próximo tras la renuncia de
Scott Lee Cohen. El Partido Demócrata en el estado informó este día que
entre los aspirantes figuran educadores, administradores de bodegas,
ingenieros, policías y abogados. El instituto político indicó que a la
fecha sólo un hispano se ha inscrito, el mexicano-americano Robert D.
Cortez, veterano del ejército estadounidense y egresado de la
Universidad de Illinois en Chicago. La fuente destacó que la lista está
formada en su mayoría por gente de Chicago, sin experiencia política,
varios de ellos menores de 30 años, mientras que por el lado
republicano la nominación recae en Jason Plummer, de 27 años, cuya
experiencia principal es su trabajo para la empresa maderera de su
padre.

APOYARÁ CONSULADO A EMPRESARIOS MEXICANOS / MILENIO
Lo anterior, dijo, el cónsul de México en McAllen, Texas, Erasmo Martínez Martínez,
con el desarrollo de un seminario de capacitación destinado a
empresarios mexicanos que se llevará a cabo en la ciudad de Edinburg,
los días 11 y 12 de marzo. Explicó que este seminario está destinado a
empresarios mexicanos que buscan exportar sus productos hacia el
mercado estadounidense. Refirió que este evento tiene el objetivo de
fortalecer la orientación y programas informativos a empresarios
mexicanos. Manifestó que con estas acciones se buscan intensificar los
vínculos económicos, de tal manera que ambos países se puedan
fortalecer y generar la actividad económica que se requiere, tanto en
territorio mexicano, como estadounidense.

MIGRANTES PERCIBEN HASTA 8.75 VECES MÁS / MILENIO
Aunque
el año pasado casi 10 por ciento de los 700 mil mexicanos que cruzaron
la frontera norte del país perecieron, eso no representará el obstáculo
que impida este año que un número similar intente gozar del beneficio
de incrementar sus ingresos hasta 8.75 veces, señalaron especialistas.
El diferencial del ingreso per cápita en México es muy elevado,
mientras aquí se ganan 3 mil 200 dólares al año, los connacionales que
trabajan en Estados Unidos, y que son de los que menos ganan en esa
nación, se llevan 28 mil dólares anuales. El director del programa de
transparencia y rendición de cuentas del Centro de Investigación y
Desarrollo en México (Cidac), Marco Cancino, añadió que el problema en
México no sólo radica en ampliar la oferta laboral, sino en generar
plazas de trabajo de calidad y competitivas.

SE DISPARA A 12% EL DESEMPLEO DE MEXICANOS EN EU / MILENIO
La
incierta recuperación económica en Estados Unidos, así como la política
laboral y migratoria instrumentada en ese mercado, serán los obstáculos
que reducirán notablemente las posibilidades de que los migrantes
mexicanos puedan colocarse en el mercado laboral de ese país. Esto son
malas noticias, no sólo para nuestros connacionales residentes en la
Unión Americana, sino también para el país, pues representará una “olla
de presión” para el mercado laboral mexicano, indicó el director del
programa de transparencia y rendición de cuentas del Centro de
Investigación y Desarrollo en México (Cidac), Marco Cancino. “Entre más
se endurezca la política migratoria de Estados Unidos y la situación
laboral en ese país se mantenga delicada, la maniobra del gobierno
mexicano para saber qué hacer con sus desempleados será limitada”,
advirtió el especialista.

CAYERON 15% LAS REMESAS HACIA AMÉRICA LATINA: FOMIN / LA JORNADA
Las
remesas que envían los migrantes a América Latina totalizaron unos 58
mil 800 millones de dólares el año pasado, una caída de 15 por ciento
respecto a 2008, reveló un informe del Fondo de Inversiones
Multilaterales (Fomin), organismo del Banco Interamericano de
Desarrollo (BID). Los 58 mil 800 millones de 2009 se sitúan en el nivel
de remesas que la región recibió en 2006. México fue de nuevo el mayor
receptor de remesas en 2009, pero los montos cayeron 16 por ciento a 21
mil 100 millones, debido a que el origen de la mayor parte de los
envíos de dinero es Estados Unidos, “el primer país golpeado por la
crisis global”, recordó el organismo. Además los migrantes mexicanos,
que residen en su inmensa mayoría en Estados Unidos, viajaron menos a
su país de origen el año pasado.

FRACASO DE LA POLÍTICA MIGRATORIA MEXICANA / RUBÉN MOREIRA VALDEZ / EL UNIVERSAL
“solo
voy con mi pena… Me dicen el clandestino por no llevar papel. Pa’ una
ciudad del norte yo me fui a trabajar”: Manu Chao. El fenómeno
migratorio mexicano, complejo y paradójico, ha cobrado una relevancia
sin precedente. Basta mencionar que medio millón de connacionales
emigran cada año a los Estados Unidos. La migración tiene además
componentes terribles para el futuro del país, por ejemplo: el 40% de
los que migraron cuentan con estudios de bachillerato y hay un grupo
importante de profesionistas. Al flujo que sale del país, se suman
otras características de este fenómeno migratorio: la deportación cada
vez mayor de connacionales y la violación de sus derechos humanos, los
movimientos de población en el mismo territorio, el arribo a México de
migrantes que van de paso y de otros que tienen pensado fincar aquí su
residencia. El gobierno mexicano presta escasa atención al tema. La
estrategia se concentra esencialmente en la cooperación bilateral
orientada a alcanzar soluciones en beneficio de las partes. A la fecha
no se han podido concretar las reformas a la Ley Migratoria en EU y
sólo se han suscrito acuerdos con Canadá para la estancia temporal de
trabajadores.

WHITE HOUSE REFOCUSES ON IMMIGRATION REFORM / THE ARIZONA REPUBLIC
Despite
steep odds, the White House is considering a series of new steps in the
coming weeks aimed at reviving prospects for a major overhaul of the
nation's immigration laws, a commitment that President Barack Obama has
postponed once already. Obama discussed the issue privately with his
staff Monday in a bid to advance a bill through Congress before
lawmakers become too distracted by approaching midterm elections. In
the session, Obama and members of his Domestic Policy Council outlined
ways to resuscitate the effort, including a White House meeting with
two senators who have spent months trying to craft a bill: Democrat
Charles Schumer of New York and Republican Lindsey Graham of South
Carolina.

REANIMAN LA REFORMA MIGRATORIA / ANTONIETA CÁDIZ / LA OPINIÓN
Mientras
desde el Congreso no han surgido avances concretos sobre reforma
migratoria, la percepción respecto al nivel de presión que está
ejerciendo la Casa Blanca parece estar cambiando. Después de numerosas
críticas en relación a la falta de empuje para una reforma migratoria,
sobre todo tras el discurso del presidente Barack Obama sobre el Estado
de la Unión, grupos activistas parecen tener nuevas esperanzas en
relación a lo que Obama pueda hacer para impulsar el proyecto de ley en
el Capitolio. De hecho, el lunes pasado, Obama tuvo una sesión
informativa con el Consejo de Política Doméstica, donde analizó cómo
moverse en el área de reforma migratoria. Este organismo es parte del
engranaje interno de la Casa Blanca y tiene reuniones regulares con
Obama. Su labor principal es "coordinar el proceso y supervisar la
ejecución de la política doméstica, ofrecer consejo al Presidente y
representar las prioridades del mandatario al Congreso". Aunque la Casa
Blanca declinó realizar comentarios respecto a la sesión informativa,
fuentes vinculadas a inmigración dijeron a La Opinión, que Obama habría
dicho que "él realmente quiere mover la legislación" y luego preguntó
por la forma más efectiva para hacerlo en el contexto político actual.

I
have known Barack Obama since 1986, when we were both community
organizers. I am still organizing on the streets of Chicago, and what I
see in the Latino community makes me fear that the president is
oblivious to the pain wrought by our broken immigration system. It
could have a profound effect on the 2010 and 2012 elections. It didn't
have to be this way. For a brief moment last year it appeared that
Obama might realign the modern political map, cementing the Latino vote
into the Democratic coalition by speaking plainly to the American
people on the need for comprehensive immigration reform.

ACTIVISTS RALLY FORCES FOR IMMIGRATION REFORM / LYNNETTE CURTIS/ LAS VEGAS REVIEW-JOURNAL
Cynics
might call it an exercise in futility, at least this year. But count
Michael Flores among the true believers: those convinced that with a
lot of hard work, comprehensive immigration reform legislation could
finally move forward in 2010, despite previous failures and the fact
that Washington's attention is focused squarely on other issues. "This
is the time," said Flores, Southern Nevada director of Reform
Immigration For America . "We're organized and we're not going to take
no for an answer." In November, Flores, 22, began leading the local arm
of a national campaign to reform immigration laws in a way that will
keep families together and provide a path to citizenship for the
estimated 12 million illegal immigrants living in the United States.
His job includes lobbying congressional representatives and mobilizing
the local Hispanic community and others concerned with getting
immigration reform legislation passed. He's trying to get people as
excited about the issue as they were in 2006 and 2007, when thousands
participated in immigration reform marches in Las Vegas.

millones de indocumentados son cada vez más pocas -opina un miembro de
una alianza de grupos comunitarios al momento que da a conocer una
nueva estrategia de lucha. "En lo personal, no veo que se vaya a dar la
reforma. Espero que esté equivocado, pero lo que ahora vemos es que
políticamente los demócratas han perdido todo porque, aunque son la
mayoría [en el gobierno], no han podido ni siquiera pasar la reforma de
salud.

GIL CEDILLO REACCIONA / PILAR MARRERO / LA OPINIÓN
El
senador Gil Cedillo pareció sorprendido ante la postura de Jerry Brown
sobre las licencias de conducir para indocumentados. Cedillo es mejor
conocido como el persistente legislador que lleva años intentando
restaurar las licencias que, hasta 1993, eran perfectamente legales en
California. "Él [Brown] estaría en control de aprobar las licencias,
pero no de que se haga una reforma migratoria. Cuando era gobernador,
ese no fue un problema para él. Daba licencias sin problemas a los
indocumentados", dijo Cedillo. El senador indicó que "esto no ayuda",
como sí nos ayudó cuando Obama salió a favor de las licencias. "Pero
debemos ser persistentes y estratégicos y seguir insistiendo. Yo
seguiré haciendo mi trabajo. Es obvio que nadie va a hacer campaña en
California apoyando a las licencias".

PATRIOT ACT DOESN'T OVERRIDE CONFIDENTIALITY IN CENSUS, JUSTICE DEPARTMENT SAYS / ED O'KEEFE / THE WASHINGTON POST
Provisions
of the USA Patriot Act that pertain to the gathering and sharing of
information do not override federal confidentiality laws when it comes
to the U.S. Census, the Justice Department said this week. The
clarification by government lawyers came at the request of minority
lawmakers, who were seeking to allay the fears of constituents about
the first national head count since the Sept. 11, 2001, attacks. (…)
Said Arturo Vargas, executive director of the National Association of
Latino Elected and Appointed Officials: "As we have been going around
doing our outreach to local community leaders -- whether religious
leaders or community activists -- many people have been asking whether
the census is confidential." He added: "The Patriot Act has been passed
since the last census, so what we wanted to do was eliminate any doubt
that the Patriot Act has an impact, and it does not."

Latino Democratic state senator is urging black leaders to delay any
action to push embattled New York Gov. David Paterson to resign. State
Sen. Ruben Diaz Sr. of the Bronx says he wants the Rev. Al Sharpton and
others attending Thursday night's meeting in Harlem to wait to act
until the end of a state investigation into a domestic violence scandal
surrounding a governor's aide. Attorney General Andrew Cuomo is
investigating whether Paterson illegally contacted a woman who had
accused the aide of roughing her up on Halloween.

ANALYSIS: ARE TEXAS REPUBLICANS PREJUDICED AGAINST LATINOS? / SAN ANTONIO EXPRESS-NEWS
The
number of Texans who could identify Victor Carrillo, or describe what
he does as the chairman of the three-member Railroad Commission, is no
doubt far smaller than the turnout in Tuesday's Republican primary. But
Carrillo believes his name nonetheless provoked a strong reaction -- a
prejudice against Hispanics that cost him his bid for reelection. By
all rights, the incumbent should have crushed his even-lesser-known and
ill-financed opponent David Porter, an accountant from Midland.
Instead, Porter won in a landslide, hauling in 60 percent of the vote.
Carrillo -- who had been a petroleum geophysicist, attorney, Abilene
City Councilman, and a Taylor County Judge -- was appointed in 2003 by
Rick Perry to the Railroad Commission, which, despite its obscure name
and profile, wields tremendous power: It has regulatory jurisdiction
over the oil and gas industry, pipeline transporters, the natural gas
and hazardous liquid pipeline industry, natural gas utilities, the
LP-gas industry, and coal and uranium surface mining operations.

Destruye
todos los documentos y récords de las redadas realizadas en Maricopa.
La destrucción de documentos oficiales y las políticas internas que
aplica el alguacil del condado Maricopa , Joe Arpaio, han quedado al
descubierto a medida que avanza una demanda civil que le acusa de
prácticas de perfil racial. De acuerdo con Alessandra Soler Meetze,
directora ejecutiva de la Unión de Libertades Civiles (ACLU) en
Arizona, la acción judicial busca evitar que la oficina del alguacil
(MCSO, en inglés) detenga a las personas basándose solo en su
raza.Indicó que la demanda fue establecida por un abogado independiente
después de una redada efectuada en diciembre de 2007, después hubo un
cambio de abogados y ACLU se unió al nuevo proceso en julio de 2008
cuando presentaron una nueva querella ante la Corte Superior del
condado Maricopa, con el testimonio de nuevos demandantes. ACLU, junto
a la organización Somos América, representa a cinco personas de origen
hispano que acusan a la oficina de Arpaio de discriminación y prácticas
de perfil racial.Destacó que uno de los hechos más sobresalientes que
ha arrojado el proceso ha sido que MCSO ha admitido que destruyó

RACISMO QUE NO TERMINA / HUMBERTO CASPA / LA OPINIÓN
El
racismo en nuestro país no termina. Cuando se le da una oportunidad,
los filósofos y seguidores de la supremacía racista utilizan las
debilidades del sistema político, económico, educativo, etc., para
amedrentar y violar los derechos civiles de los grupos sociales más
"pequeños". Lo anterior sucedió durante la colonia y luego continuó con
la era republicana. Parecía que la diversidad estaba aniquilando al
racismo poco a poco, a través de leyes proactivas y una fuerza masiva
de protesta por parte de los grupos minoritarios, pero hoy nos damos
cuenta que las actitudes racistas vuelven con firmeza y sin vergüenza a
nuestra sociedad, tal como renace el muñeco espeluznante de las
películas de terror. El racismo tuvo sus momentos álgidos a fines del
Siglo XIX e inicios del Siglo XX, cuando la filosofía Social Darvinista
y racista de Hebert Spencer se impuso en el confín norteamericano.

HISPANICS WHO LOST CAMPAIGNS COMPLAIN OF BIAS / R.G. RATCLIFFE, CHRIS MORAN / SAN ANTONIO EXPRESS-NEWS
Hispanic
candidates ran strongly in many Republican primary races across Texas
this week, but two candidates are blaming their losses to Anglos on
racially polarized voting. Election returns and political consultants,
however, say the losses of Railroad Commissioner Victor Carrillo and
Harris County Tax Assessor-Collector Leo Vasquez probably had more to
do with personal issues and poorly run campaigns than ethnicity.
Carrillo's father and half brother died last year, and Carrillo
underwent surgery for a benign brain tumor, all cutting into the time
Carrillo spent campaigning for re-election. Vasquez lost social
conservative support, Harris County Republicans said, because he lives
with a woman married to another man.

HOW WE CAN CHANGE E-VERIFY FOR THE BETTER / MARC ROSENBLUM / THE DALLAS MORNING NEWS
A
rare point of agreement among diverse factions in the immigration
debate is that comprehensive reform must allow employers to distinguish
between legal and unauthorized workers and so eliminate the "jobs
magnet" that fosters illegal immigration. Yet a recent analysis of the
voluntary E-Verify system raises red flags about the timing and design
of an expanded employment verification system. The research firm
Westat, under contract with the Department of Homeland Security, found
that E-Verify failed to catch 54 percent of unauthorized workers
checked.

NEW WAY PUSHED TO VERIFY WORKERS' LEGAL STATUS / DANIEL GONZÁLEZ / THE ARIZONA REPUBLIC
A
bipartisan group of U.S. lawmakers led by Arizona Democrat Gabrielle
Giffords is pushing for a new federal system to verify who is legally
allowed to work in this country. The proposed system promises to do a
better job of preventing illegal immigrants from getting jobs than the
current online system, known as E-Verify. A recent report found flaws
in the existing system. First introduced two years ago by Reps.
Giffords and Sam Johnson, a Texas Republican, the proposed system is
only now gaining attention following the publication of the
government-commissioned report, which estimated that more than half of
the illegal immigrants run through the E-Verify system are wrongly
being deemed authorized to work because they use stolen identities.
Giffords' proposal, known as the New Employee Verification Act, or
NEVA, would require employers to run new hires through more federal
databases and encourage background checks.

diferencias entre empresarios y sindicatos sobre el tema de visas para
trabajadores huéspedes impiden un acuerdo bipartidista en el Senado

announces 4 Hispanic promotions as leaders seeking diversity renew
calls for his resignation. Hispanic church leaders, seizing on the
recent departure of a police commander to highlight the few Latinos at
the top of the department, are stepping up pressure on Superintendent
Jody Weis to deal with the long-standing problem. The sudden retirement
of Grand Central District Commander Robert Lopez has upset religious
leaders and resurrected criticisms that the police department has an
abysmal record of promoting Hispanics to the highest levels. Members of
the clergy announced plans to protest at City Hall next week and call
for Weis' resignation because of the failure to diversify the
department. "You want our help. You want us to come out and march,''
said the Rev. Wilfredo De Jesus, pastor of New Life Covenant Church.
"They want us to talk to our communities. They want information. How
are we supposed to partner?"

MIAMI SCHOOL HELPED GET VISAS FOR STUDENTS WHO NEVER SHOWED, VIOLATING POST-9/11 LAWS / JENNIFER KAY / ORLANDO SENTINEL
A
Florida language school helped illegally obtain student visas for
foreign nationals who never went to class, violating laws enacted after
the Sept. 11 terrorist attacks exposed weaknesses in the program,
authorities said Thursday. Eighty-one student visa holders purportedly
studying at the Florida Language Institute have been arrested. None was
on any federal watch list or linked to terrorism, U.S. authorities
said, though investigators were checking their backgrounds. "We don't
know exactly what they were doing," said U.S. Attorney Jeffrey Sloman.
The school's owner, Lydia Menocal, 58, and employee Ofelia Macia, 75,
allegedly made $2.4 million over the past three years from foreign
nationals applying for U.S. student visas. It was not clear how much
they charged each student for the paperwork, authorities said.

TALK ABOUT A SWEET 15TH / OSCAR AVILA / CHICAGO TRIBUNE
Extravagant
rite of passage parties for girls a sign of Latinos’ spending power
despite unmet needs and economic challenges. Edith Paniagua had a
tiara, golden gown and bling befitting a princess. What she needed was
a prince, and she took no chances on her quinceanera, the traditional
15th birthday bash for Hispanic girls. Her prince came custom-ordered,
a professional dancer who looked like a Backstreet Boy in a tux. He and
Edith waltzed as her classmates shrieked with delight. The theme of the
evening was "Beauty and the Beast." Over time, the quinceanera has
become more and more extravagant, with some now topping $40,000. Among
the latest flourishes that might seem especially over-the-top is the
use of a professional choreographer, who makes it all look like a
Broadway play or MTV video, posted to YouTube within minutes of the
finale.

ORIENTAN A MEXICANOS DETENIDOS EN MARYLAND / IMAGEN (ZACATECAS)
Los
migrantes mexicanos detenidos durante una redada en compañías de
pescados y mariscos en el estado de Maryland, están recibiendo
asistencia consular, informaron ayer fuentes diplomáticas de México. "La Sección Consular de la Embajada de México
ha dado seguimiento al caso desde el primer momento", informó en un
comunicado el titular de la Sección Consular de la embajada de México
en Washington, Aníbal Gómez Toledo. (…)El director de la organización
Casa de Maryland, Gustavo Torres, dijo que nacionales de México y
Guatemala fueron arrestados en una redada.
El activista expresó su
descontento con el gobierno de Obama durante una teleconferencia para
convocar a una marcha por la reforma migratoria.

PARTIDO DE LOS MIGRANTES / MARÍA LUISA ARREDONDO / EL DIARIO DE EL PASO
La
idea de fundar un partido de migrantes ha flotado en el aire desde hace
tiempo, más como un sueño que como algo realizable. Finalmente, el
pasado 27 de febrero, un grupo de residentes del sur de California
lanzó la convocatoria para probar si el proyecto es viable y crear lo
que podría ser histórico: el primer partido político de migrantes
mexicanos en Estados Unidos. La meta final será, por supuesto, obtener
posiciones de poder en México. Como dijo el conductor de Radio Fórmula,

ESTADOS UNIDOS PROHÍBE IMPORTACIÓN DE CAMARÓN MEXICANO / EL INFORMADOR (JALISCO)
Estados
Unidos prohibió la importación de camarón mexicano porque su pesca no
cuenta con medidas suficientes para proteger a las tortugas marinas,
anunció la Comisión Nacional de Acuacultura y Pesca (Conapesca) y la
Procuraduría Federal de Protección al Ambiente (Profepa). El pasado 1
de marzo el Departamento de Estado de Estados Unidos comunicó al
Gobierno de México que no le otorgaría una certificación prevista en
las leyes estadounidenses, que establece si un país cuenta o no con
medidas eficaces para proteger a las tortugas en la pesca de camarón
silvestre. Las restricciones aplican solamente al camarón capturado con
artes de pesca de arrastre que son recobradas con apoyo mecánico, y no
a los camarones producidos en criaderos, y afecta sobretodo al Estado
de Sinaloa, donde se concentra la mayor parte de la industria
camaronera.

ayer en el hotel Camino Real de El Paso, el décimo quinto Congreso de
Literatura Mexicana Contemporánea, que espera reunir a más de 200
expertos en la materia, provenientes de todas partes del mundo.

FEDS SHORT ON JOB CREATION / NORMA GREENAWAY / THE PROVINCE
The
new federal budget provides little new money for jobs-related
initiatives, and extends only one significant employment insurance
program that is credited with saving jobs. The thick document sticks
almost completely to recommitting the government to the job-creation
and protection initiatives for the coming fiscal year that were
announced a year ago in the Economic Action Plan. It also reconfirms EI
premiums paid by employers and employees will remain frozen for 2010,
but will rise after that date. (….)It also will add $108 million in new
spending to programs aimed at putting more young people to work this
summer, a mentoring program for potential young entrepreneurs and
skills help to immigrants, aboriginals, single parents, people with
disabilities and others who have not completed high school. The $214
million in new direct spending on jobs-related programs is on top of
the $4 billion already announced in the Economic Action Plan for
spending this coming fiscal year on employment initiatives. (…..)

To
a certain segment of the Canadian population, the revelation that
Citizenship and Immigration Minister Jason Kenney deliberately nixed
references to gay rights and same-sex marriage in the new Citizenship
Guide has been utterly scandalous. But to no segment should it have
been surprising. It's not as if Mr. Kenney has ever been a champion of
gay or same-sex rights. At the end of the day, he was just a government
minister doing his job as he saw fit. Don't like it? Don't vote Tory.

GUIDE WRONG TO OMIT GAYS / EDMONTON JOURNAL
Many
of the hundreds of thousands of immigrants who come to Canada every
year arrive from places where homosexuals do not enjoy basic rights. In
some of these countries, even the concept that it might be OK to be gay
or lesbian can be foreign. For that reason, but not that reason alone,
it is lamentable that Canada's new study guide for would-be citizens
contains virtually no reference to same-sex rights. Recent news
stories, citing government documents, have laid the blame for this
omission at the door of Immigration Minister Jason Kenney, a charge the
minister himself denies. But however it happened -- and either way, the
decision was made on Kenney's watch -- what matters is the outcome: The
final product, released last fall, speaks to multiculturalism, language
rights, gender rights and mobility, but not sexual orientation.

arrive que les mots manquent aux politiques et aux journalistes. Il
arrive que la réalité se dérobe au seul vocabulaire de la raison et du
droit. À ceux qui voudraient comprendre le débat qui fait rage dans nos
sociétés sur l'identité nationale et l'intégration des immigrants, je
ne conseillerai donc pas de relire les jugements de la Cour suprême à
ce sujet ni même d'acheter le dernier livre de Charles Taylor. À ceux
qui voudraient plonger dans ce débat sans oeillères et aller au vif du
sujet, je suggère plutôt d'aller voir deux films qui nous en apprennent
plus à ce propos que tous les rapports Bouchard-Taylor de ce monde.
Deux oeuvres qui ont été primées la semaine dernière à la cérémonie des
César. En cette époque où les Occidentaux blancs ont la culpabilité
facile, il ne faut pas s'étonner que personne n'ait remarqué que les
prix du cinéma franais ont récompensé cette année deux films qui
abordent de front les problèmes de l'immigration: Un prophète de
Jacques Audiard, qui a remporté neuf César, et La Journée de la jupe,
avec lequel Isabelle Adjani a décroché son cinquième César.

The
guardian of French in Quebec is warning the government to crack down on
immigrants who send their children to English-language schools or face
"social deconstruction" and the end of many years of linguistic peace.
The Conseil supérieur de la langue franaise, the provincial
government's advisory body on language, proposed in a report released
yesterday that the Charest Liberals remove a loophole in the province's
language law that has allowed immigrants to send their children to
anglophone schools.

FINALLY, SOME CLEAR THINKING ON LANGUAGE / JOSEE LEGAULT / THE MONTREAL GAZETTE
There
is something truly refreshing about the clarity of the report tabled
yesterday by the Conseil supérieur de la langue franaise recommending
that the Quebec government extend Bill 101 to cover unsubsidized
private schools. This report follows last year's Supreme Court decision
that struck down Bill 104 that was adopted in 2002 to close a loophole
in Bill 101. This loophole allowed francophone and immigrant children
to get a certificate of eligibility to a subsidized English school for
themselves, their siblings, and all their descendants by attending an
unsubsidized English private school - known as "bridging schools" - for
a year.

GROUP OF U.S. LAWMAKERS WANT TO DROP OUT OF NAFTA / DOUG PALMER / NATIONAL POST
A
small group of U.S. lawmakers unveiled legislation yesterday to
withdraw from the North American Free Trade Agreement in the latest
sign of congressional disillusionment with free-trade deals. The bill
spearheaded by Rep. Gene Taylor, a Mississippi Democrat, would require
U.S. President Barack Obama to give Mexico and Canada six months'
notice that the United States will no longer be part of the 16-year-old
trade pact. "At a time when 10% to 12% of the American people are
unemployed, I think Congress has an obligation to put people back to
work," Mr. Taylor said. He argued NAFTA has cost the United States
millions of manufacturing jobs and hurt national security by
encouraging companies to move production to Mexico. (….) Mr. Obama
criticized NAFTA during the 2008 presidential election campaign but has
not followed through on threats to withdraw from the agreement if
Canada and Mexico did not agree to revamp the pact's labour and
